It could be that since they recently had a big meeting and changed the rules (1 competitor coupon and 1 $/$$ per day) that some of the cashiers are confused as to what they are supposed to do now. It might work itself out. Then again you will always run into cashiers that think competitor coupons are ripping publix off (even though it is publix policy to accept them) and do whatever they can to discourage it. Just a thought. Any way I'm sure the rules will change again down the line either for better or worse. Everything is only temporary don't get discouraged and just look for the best deals you can. They are in different places in different stores. One store I went to had a rack of them around the corner of the bathrooms (at the back of the store). It just varies.
